As Tim Powers demonstrated so well wine is an excellent source of fantastic possibilites, one I've used successfully in the past (my best LARP is still the occult wine tasting I ran ten years ago -- wow that was a longtime ago I should do something like that again). So whenever I hear stories like that I immediately want to get out my notebook and scribble some ideas down for a game.
A quick google tells me that 1996 was the death of former President François Mitterand. Now Mitterand was the president who was in power when France's socialism experiment pretty much up and died and the crazy French conservatives started getting power. Mitterand had a pretty monarchial flavor and one could simply tie the death of the wine to a memorial of his kingship. Or maybe its something deeper....
